Alleged Doyle arsonist is on the loose

QUINCY — Police are looking for the woman accused of starting a fire on a Broadway property who evaded authorities after she cut off her ankle bracelet.

Elanda Neese was arrested on July 10 for Theft over $10,000 and charged on July 11 with Arson and Possession of Methamphetamine in relation to the fire at the former Doyle Manufacturing site at 4001 Broadway. Neese was released on Pre-Trial Release with a GPS monitor.

On July 15, at 7:35 p.m. she allegedly cut her GPS monitor off at a residence outside of Canton, Mo. which triggered a response by the Lewis County Sheriffs Department who confirmed that Neese was not present. Neese’s vehicle was located coming into Keokuk, Iowa where police attempted to stop it. She evaded officers before crashing outside of Keokuk.

The Keokuk Police along with Lee County Sheriff’s Department attempted to locate Neese but were unsuccessful. Charges may also be pending in Lee County.

Neese is wanted after failing to appear in court at 8:45 a.m. Wednesday in Adams County. The Lewis County Sheriff’s Department is seeking a warrant from the Lewis County Prosecutor for Tampering with Electronic Monitoring Equipment, a class D Felony.

Anyone with information on the whereabouts of Neese are asked to call the Quincy Police, Quincy Regional Crimestoppers, or the local law enforcement agency in the jurisdiction she is seen or known to be.
