Three Quincy men facing multiple charges of sexual abuse of minors

QUINCY — Three Quincy men recently were arrested by the Quincy Police Department and face charges of sexual abuse of minors.

All three arrests occurred after multiple unrelated investigations were conducted by QPD detectives assigned to the juvenile division. The Advocacy Network for Children and the Department of Child and Family Services assisted with the investigations.

Detectives began an investigation in May 2022 after a victim came to the Quincy Police Department to report sexual abuse from several years ago. The suspect, Neal Lepper, 31, of Quincy is a registered sex offender. 

Lepper’s case was presented to an Adams County grand jury on Oct. 6, and an arrest warrant was issued to Lepper for two counts of aggravated criminal sexual abuse. Lepper was interviewed at the Quincy Police Department and lodged in the Adams County Jail.

After the interview and more investigation, Lepper’s case was presented again to an Adams County grand jury. He was indicted on two additional charges of predatory criminal sexual assault involving a victim under 13 years of age.

Lepper is lodged in the Adams County Jail. His bond has been set at $100,000. His case has been placed on the January jury docket.

Detectives began another investigation in May 2022 involving the alleged abuse of a minor under age 13. An arrest warrant was issued for Robert Aikman, 58, of Quincy, and he was arrested by QPD detectives on Aug. 30 in the 2300 block of Elm.

Aikman was lodged in the Adams County Jail, and his bond was set at $250,000. He is charged with one count of aggravated criminal sexual abuse and two counts of predatory criminal sexual abuse involving a victim under age 13. Aikman waived his right to a preliminary hearing. He posted $25,000 for his bond and was released from jail. His case is on the January jury docket.

Detectives investigated in October 2022 another case of the sexual abuse of a minor under age 13. Jose Ortiz, 39, was located Oct. 21 by detectives at his place of employment in the 5200 block of Broadway and taken into custody. He was transported to the police department, where he was interviewed and later lodged in the Adams County Jail.

Ortiz has been charged with four counts of predatory criminal sexual assault involving a victim under age 13. His bond was set at $750,000.
