Lucky Dogs gets green light from City Council

QUINCY – The Quincy City Council unanimously approved an ordinance to clear the way for the former Elder’s Restaurant property to come back to life.

Lucky Dogs will be operated by Scott Frese and the plan received the green light for the permits to serve alcohol and operate video gaming terminals. Frese said the restaurant will serve multiple kinds of hot dogs and construction will begin now that the permits are in place.

Mayor Mike Troup had said earlier this year that he wanted to take a look at the growth of video gaming in Quincy, but he said that process is going to take time and projects that are currently being reviewed by the city for new developments will not be affected.

In order to operative video gaming terminals in Illinois, a proprietor must have a corresponding liquor license.

Troup said Quincy’s video gaming ordinances aren’t really “in sync” with state procedures. He wants to examine that process, but admits it will take longer than a month.

“As people apply…they’ll be going through the normal process,” Troup said. “All liquor licenses must renew by June 30, so we’ll get out our new rules by then.”

Director of Administrative Services Jeff Mays gave an update on the Residential Rental Property Registration Committee. Mays said the Committee will have one or two more meetings and will have a recommendation for the City Council in September. He also said 124 properties currently have outstanding nuisance complaints.

Central Services Director Kevin McClean said the annual Citywide Cleanup will be held at a new location. He said the dump-off location would be at 30th and Locust, behind the old Motorola complex. McClain said ongoing construction on Front Street necessitated the move from the long-time location at Front and Delaware.

The Citywide Cleanup will be held on September 25 from 6 a.m to 2 p.m.

In other action, aldermen approved:

A resolution for maintenance of streets and highways by municipality under the Illinois Highway Code in the amount of $128,000.00 from May 1, 2021 to April 30, 2022 using Motor Fuel Tax Funds.

The low bid of Diamond Construction Company in the amount of $934,419.35 for the 2021 Motor Fuel Tax Fund (MFT) Asphalt Maintenance Project subject to IDOT approval.

The low bid from Rees Construction Company in the amount of $950,408.00 for the Elm Street, 6th to 7th Street Reconstruction Project which includes street reconstruction, replacement of watermain and lead service lines, and replacement of sanitary sewer.
