Questions and answers about Sixth Street reconstruction project

QUINCY — A ceremonial groundbreaking for the reconstruction project along Sixth Street was held Friday morning. Following is a series of questions about the project and their answers, provided by project consultant Maggie Strong.

What is the history of this project?

The project is the result of years of planning and public-private collaboration. City leaders moved to follow the recommendations of multiple public surveys, studies and plans including the 2018 Quincy Next Strategic Plan and the 2020 Quincy Regional Transportation Plan. Sixth Street property and business owners invested their own money in a design charette to develop consensus around a unique vision and space. The project moved from ideas to reality in October 2022 after being awarded a Rebuild Illinois Downtowns and Main Streets Capital Program Grant. 

How long will construction last?

Construction, which began in mid-February, is expected to last through the end of 2024.

What streets will be affected by the construction, and how will they be affected?

Construction will take place on two blocks of Sixth Street between Maine and Vermont, including the intersection of Sixth and Hampshire. Different sections of Sixth Street will be closed to vehicular traffic at different times during construction. Visit the Sixth Street Quincy Facebook page for updates.

How is the project being funded?

Funding sources for the $4.6 million project are a $2.4 million Rebuild Illinois Downtowns and Main Street Capital Program grant, the City of Quincy Utilities budget and the Downtown TIF budget. Private funds are being raised for additional features not covered in the project budget, such as a mid-block plaza and gateway structures.

Will businesses remain open during the construction?

Yes. Patrons are asked to support Sixth Street businesses during the construction season. Construction crews and businesses will make pedestrian access a priority throughout construction.

Are landscaping or beautification efforts part of this project?

Yes. Enhancements will be curbless streets with brick pavers, lighting and electrical, an activated alleyway, planters and trees, benches and trash receptacles. Planning and private fundraising are underway to create a mid-block plaza feature, gateway features and murals.

Will Sixth Street be closed to vehicular traffic at the end of this project?

No. The design has been optimized for both pedestrian and vehicular traffic with the ability to conveniently and safely close the street to vehicles for events.

Will there be parking restrictions or changes?

Parking will be restricted at times during construction. Patrons are encouraged to use back-door entrances to businesses where possible. Multiple public parking areas are within easy walking distance from Sixth Street businesses. The number of parking spaces (on-street and in public parking lots) will ultimately increase slightly when construction is completed.

Will utilities (water, electricity, etc.) be interrupted during construction?

Minimal interruptions to water and sewer services will occur as construction crews replace and update infrastructure. The disruptions are expected to be brief. Business/property owners will be notified ahead of any interruptions.
