Quincy Police Department welcomes lateral transfer, promotes 25-year veteran to sergeant

QUINCY — Swearing-in ceremonies were held during Monday night’s Quincy City Council meeting to welcome Linus Moulton to the Quincy Police Department and to promote Brent Holtman to sergeant. Holtman also was recognized for his 25 years with the department.

Moulton has 14 years of experience as a police officer and corrections officer in Kaufman and Henderson counties in Texas. He most recently worked for the Garland (Texas) Police Department since January 2019. Moulton must complete 150 hours of Illinois law training, conduct firearms qualification and take the state certification test for police officers making a lateral transfer.

Barry Cheyne with the Board of Fire and Police Commissioners thanked QPD officer Henry Nokes, who previously worked in Garland and helped recruit Moulton to Quincy. Cheyne said the department now is fully staffed with 73 officers.

Adam Yates, chief of the Quincy Police Department, said Holtman was promoted on March 3 after Bryan Dusch’s retirement on March 1. Yates said Holtman spent many years on patrol and was a school resource officer for several years. He’s been a motorcycle officer and is a long-time member of the mobile field force.

In other action, aldermen:

  • Permitted Quincy Medical Group to hold the “Bridge the Gap to Health Race” 5K, 10K and half marathon on May 11, beginning and ending at Clat Adams Park. Several streets will be closed that day.
  • Approved a special permit by Rees Construction allowing for the construction of an outdoor storage facility at 517 Kentucky. 
  • Approved for the Quincy Tea Party to conduct a raffle and have the bond requirement waived from now until April 2. 
  • Heard Mayor Mike Troup read a proclamation declaring March 10-16 as Americorps Week.
  • Adopting the Adams County Multi-Jurisdictional Natural Hazards Mitigation Plan. 
  • Approved the renewal of a service maintenance agreement with Route Match for $26,326.06. Route Match provides scheduling software for Quincy Transit Lines for the disabled and elderly.
  • Authorized demolition through the city’s fix or flatten program of 925 S. Seventh, 922 N. Eighth and 807 Jersey. H&D Construction will demolish the structures for $26,000. 
  • Approved a quote for $7,542 from Power Process Equipment, Inc., of Chanhassen, Minn., for a seal assembly on a pump at the water treatment plant.
  • Approved a quote for $105,925 from Epic International, Inc., of Ashland, Va., for screw pump replacement parts for a pump at the water treatment plant.
  • Approved the annual maintenance, calibration, and certification of water treatment equipment from Hach Company of Chicago for $19,617. 
  • Approved the low bid from Water Solutions of Cambry, Ind., for the purchase of approximately twenty-four (24) tons of monosodium phosphate at the cost of $3,100.00 per ton to be used for the treatment of drinking water at the water treatment plant.
  • Agreed to a cooperative services agreement with the USDA to provide wildlife management to mitigate and deter wildlife that may threaten the safety of aircraft at Quincy Regional Airport.
  • Approved the lease of airport land by Moss Farms. 
  • Approved the purchase of a truck with snowplow, v-box and spreader for $182,100 from Rush Truck Center. 
  • Entered into a contract with the Illinois Fire Service Institute to provide the Pro-Board evaluation of the students in the Western Illinois University practicum for $3,900. The Quincy Regional Training Facility is the host of the event from March 17 to April 26.
  • Entered into a contract with Quincy University to provide housing and meals for the students in the WIU practicum for $39,975.
  • Made a payment to FirstDue for $32,226.75 for the annual contract.
