QUINCY — Judge Roger Thomson approved a motion Wednesday in Adams County Circuit Court to allow for funds to be used to hire an expert witness in the case of a Quincy man charged with first-degree murder.

Carlos Williams, 58, is accused of killing Orlando Smith, 20, by strangulation between May 27-30, 2019. Smith’s body was found May 30, 2019, in the 200 block of Koch’s Lane.

Williams was arrested Nov. 19, 2019, when he appeared in court in an unrelated case.

Public Defender Vanessa Pratt, who is serving as co-counsel with Nick Rober, told Thomson an independent pathologist is needed to review evidence for Williams’ defense. Pratt said Williams can’t afford the expense.

Thomson granted up to $7,000 in free trial funds to be spent. He also placed the case on the Nov. 7 jury docket.

Williams remains in the Adams County Jail on $5 million bond.
