Hannibal man arrested with meth, drug paraphernalia and stolen items

HANNIBAL, Mo. — A Hannibal man sitting in his vehicle was captured Monday while he sat in his car with drugs and items believed to have been stolen.

Officers with the Hannibal Police Department assigned to the Anti-Crime Enforcement Squad observed Paul J. Sultzman, 39, sitting in a vehicle in the 2100 block of Gordon at 2:59 p.m. Sultzman had a felony parole warrant out of Missouri and a felony warrant out of Illinois.

Sultzman was known to flee from officers. Before contacting Sultzman, officers strategically placed themselves in areas where Sultzman could not successfully flee. Officers contacted Sultzman, and he ran. However, he slipped and fell in the snow. He was apprehended without further incident. 

Sultzman was found in possession of a substance believed to be methamphetamine and drug paraphernalia. The vehicle was searched, and numerous items believed to be stolen were located. Detectives are working to locate the owners of the stolen items.

He was transported to the Marion County Jail.
