Money from Frances L. Snyder Memorial Scholarship Fund available to students in four local counties
QUINCY — Two Rivers Regional Council of Public Officials through the Community Services Block Grant Program, with funding from the Illinois Department of Commerce and Economic Opportunity, has announced the availability of four scholarships for $1,250 each from The Frances L. Snyder Memorial Scholarship Fund.
A will be awarded to one student in Adams, Brown, Pike and Schuyler counties. The application deadline is April 19.
These scholarships are for income-eligible residents who have been accepted at an accredited Illinois educational institution which includes trade school, community college and/or university. The scholarships may be applied toward tuition, fees, books, supplies, lab costs, and/or room and board and is payable to the institution.
To be eligible, the student must be a resident of Adams, Brown, Pike or Schuyler counties. The gross income for all family members must be at or below 200 percent of the poverty level as established by HHS. Income guidelines are as follows:
- Family of 1-monthly gross income of $2,510
- Family of 2-monthly gross income of $3,407
- Family of 3-monthly gross income of $4,303
- Family of 4-monthly gross income of $5,200
- Family of 5-monthly gross income of $6,097
- Family of 6-monthly gross income of $6,993
- Family of 7-monthly gross income of $7,890
Applications must be completed at one of the Two Rivers outreach offices. All applicants should call the to make an appointment.

The following documentation is required of all applicants:
- Proof of Social Security number for all household members
- Proof of current address
- Gross income from all sources for all family members for past 30 days
- Official transcripts from most recent educational institution attended, documentation of acceptance into a specific school or other acceptable proof of planned full-time enrollment
- Completion of a questionnaire which includes writing an essay
Applications will be reviewed and ranked by members of the Community Action administrative board if more than one applicant in their respective county applies.
The scholarship payments are made directly to the Illinois accredited institution designated by the award recipient. If the student withdraws or is no longer attending the designated school, the funds will be returned to Two Rivers. Funds may be rolled over into the following year in the event money is left at the end of the 2024-25 school year.
Frances L. Snyder, or “Frannie” as she was known to her co-workers, was well known to the families, the elderly, the young and the needy of Adams County who came to Two Rivers Regional Council for assistance for more than 20 years. She could always be counted on to give everyone her full attention. She would do everything she possibly could to solve the problems brought to her each day by program participants.
This scholarship fund is intended to recognize her commitment and the love of the work she did, the help she provided and the good feeling everyone experienced from interacting with her.
