Aldermen approve spending $231,800 for engineering work to build new apron, taxi lane, road at Quincy Regional Airport

QUINCY — Aldermen approved to spend no more than $231,800 with Crawford, Murphy and Tilly in Springfield for engineering and planning services to build a new apron, taxi lane and road for a corporate hangar at Quincy Regional Airport during Monday’s meeting of the Quincy City Council.

Ninety percent of the project will be funded by the Rebuild Illinois Program, with the remaining 10 percent to be paid for by the City of Quincy.

Aldermen voted in August to pay $455,000 out of the city’s general fund for runway improvements near the hangars owned by Knapheide Manufacturing at Quincy Regional Airport. 

Aldermen also approved a resolution to enter into a contractual agreement with St. Louis-based Anders Technology for the purpose of providing IT management/consulting services to the city for no more than $50,000. The resolution was tabled last week by alderman Ben Uzelac, D-7.

“We have this help desk which all the departments use to say, ‘This isn’t working. Can you fix this?’” Quincy Mayor Mike Troup said. “Anders staff will improve how that function will provide our (IT) manager better resources on how to manage the people and get the projects done and reported on a regular basis.”

Troup said Anders will provide at least one person for one day each week to be on site. He believes Anders staff will be working with the city “within the next couple of weeks.”

“I think we can all agree that Corey (Dean, the city’s IT manager) and everyone has been inundated and overworked and doing their absolute best,” Eric Entrup, R-1, said. “We need to definitely reiterate that all the time. They’ve been handed quite the basket deal with what they can do.”

The contract was approved by a 10-2 vote, with Richie Reis, D-6, and Dave Bauer, D-2, voting no. Uzelac and John Mast, R-5, voted present.

Aldermen denied an amendment to a special permit for planned development at 2600 N. 12th to obtain a liquor license to operate multiple video gaming terminals. The amendment was tabled for one week by Greg Fletcher, R-1.

Aldermen approved: 

  • A subdivision (of one lot into nine lots) of property at 5010-5019 College Avenue.
  • A subdivision (of one lot into four lots) of property at 5100 Chestnut.
  • An invoice from Gregory Container Company of Kahoka, Mo., for $11,250 for the purchase of one roll-off container. 
  • An invoice from Core & Main of Washington, Ill., for $8,982 for nine 6-inch gate valves to be installed on replacement 6-inch commercial water meters. 
  • An invoice from Core & Main of Washington, Ill., for $11,081.48 for backordered watermain and pipe fittings. 
  • An invoice from Midwest Meter, Inc., of Edinburg, Ill., for $18,500 for 100 automatic meter reading devices for 5/8-inch residential water meters. 
  • An invoice from Carus, LLC of Peru, Ill., for $37,185.60 to buy sodium permanganate. 
  • An ordinance amending the 2022-23 Fiscal Year budget for increased expenditures for professional fees and IT budget for the purpose of purchasing dual-factor authentication equipment and consulting services. The Lincoln Bicentennial Commission Fund also received a donation for the purpose of increasing the building expenditures for the Looking for Lincoln Interpretive Center.
  • An ordinance amending the city’s traffic code to add a stop sign at the intersection of Glenayre Way and Hollister Whitney Parkway.

Aldermen sent to the Plan Commission:

  • A request by Craig Industries for the vacation of a public north/south alley bounded by Third, Fourth, Ohio and Delaware streets.
  • A request by Carl Douglas II for the rezoning of 1400 N. Eighth from R1C (single-family residential) and R2 (two-family residential) zoning to R3 (multi-family residential) to allow for the operation of a sober living house. Another request from Douglas for a special permit to operate a sober living house at 1400 N. Eighth also went to the Plan Commission.
