Flock cameras help QPD officers arrest man wanted for inappropriate sexual conduct
(UPDATE: The Quincy Police Department reported Tuesday afternoon that Clary faces another charge of sexual exploitation of a child that allegedly occurred at approximately 7:30 p.m. on Aug. 21 in the 2200 block of Spruce.)
QUINCY — The use of the Flock automatic license plate reader cameras helped the Quincy Police Department arrest an Ashland man on Monday who was wanted for inappropriate sexual conduct.
The Flock ALPR system detectives identified a license plate and the possible driver of a red Kia Soul connected with multiple reports of a male exposing himself at various locations in Quincy during the past two weeks, committing lewd acts in the view of juveniles and showing them inappropriate photos on his phone. QPD reports one incident happened on Sept. 1 at 15th and Washington, and another one happened on Sept. 4 at 14th and Elm.
Detectives learned Monday the vehicle was on its way to the Quincy area from the Springfield area. The Flock system notified detectives when the vehicle arrived in Quincy. A vehicle stop was conducted at Ninth and Broadway at 1:15 p.m.
The driver, James Clary, 42, was taken into custody. He was interviewed and subsequently lodged in the Adams County Jail on one charge of sexual exploitation of a child and one charge of harmful material. Clary is a registered sex offender who lists an Ashland address and is listed as in compliance. He is scheduled to appear in Adams County Circuit Court on Tuesday, Sept. 10.
