Fowler man charged with two felonies for sexual abuse of intellectually disabled person
QUINCY — A Fowler man was arrested Monday and was charged with two felonies.
Deputies with the Adams County Sheriff’s Department were alerted to a possible criminal sexual abuse case involving a juvenile. Upon further investigation, Andrew D. Tournear, 20, was taken into custody without incident.
He has been charged with patronizing a minor engaged in prostitution who is intellectually disabled, a Class 3 felony, and solicitation of a sexual act from an intellectually disabled person, a Class 4 felony. He also was charged with criminal sexual abuse of a victim who is at least 13 years of age but under 17 years of age, and the person is less than 5 years older than the victim — a Class A misdemeanor.
Tournear is lodged in the Adams County Jail pending his first court appearance Tuesday afternoon.
