Hannibal City Council considering exempting smoking at private clubs

The Hannibal City Council heard first reading to a change in the city’s smoking ordinance that will fully exempt private clubs from the smoking ordinance.

City Attorney James Lemon said the ordinance also clarifies that a bar or restaurant cannot claim to be a “private club” and allow temporary members. 

In other business, there were three requests for street closures. The first came from the Hannibal Early Bird Kiwanis Club which asked for the closure of the 100 block of Hill Street during the club’s pork chop dinner fundraisers on Friday, May 13 and Friday. September 9 at the Y Men’s Pavilion.

The second request came from the organizers of the 25th annual Juneteenth Celebration. Several events are planned for the weekend of June 18th and 19th. The group asked the city to close Broadway and North Main for a Parade that Saturday morning. The 100 blocks of North 4th and North 5th will be closed to allow for a 3 on 3 basketball tournament and a car show. THe event will include several other events including vendors and entertainment in Central Park.

The Historic Hannibal Marketing Committee asked for the closure of North Main and several side streets for the annual Twain on Main Festival during the Memorial Day weekend. That event will also feature vendors and a variety of entertainment.

A resolution authorizing with Viking USA that will allow changes to the southern dock on the riverfront was approved as was a resolution authorizing an agreement between the city and Horizon Rentals, LLC for initial funding for Project Stay which is expected to result in the refurbishing and reopening of a Hotel at 612 Mark Twain Avenue.

And council gave first reading to a payroll amendment which will create the position of Fiscal Management Assistant. That person will report to the Director of Finance and will work to cross train other employees in the financial workings of their departments which will make life easier for employees taking vacations or recovering from illness as their work will not just pile up during their absence.
