Hannibal man charged with tampering with motor vehicle after it was missing Tuesday morning

HANNIBAL, Mo. — A Hannibal man is lodged in the Marion County Jail on charges of tampering with a motor vehicle and unlawful use of a weapon.

The 10th Judicial Circuit Court of Marion County issued a warrant Tuesday, Aug. 13, for Richard D. Bowen, 26 of Hannibal. His charges stem from a report that was taken by the Hannibal Police Department at approximately 8:51 a.m. Tuesday in the 700 block of Broadway.

The victim reported parking a vehicle the night before in the 700 block of Broadway, and it was missing Tuesday morning. Officers reviewed security video from the area and identified Bowen as stealing the vehicle. 

Approximately seven hours later, the victim located the vehicle on U.S. 36 near Missouri 79 with Bowen inside. The victim confronted and grabbed Bowen as he tried to flee on foot. Bowen threatened the victim with a knife, and the victim retreated without injury. A knife was recovered from Bowen. 

Bowen’s bond was set at $25,000.
