Hannibal, Palmyra voters say ‘yes’ to school ballot items, but Hannibal voters reject stormwater initiative

HANNIBAL, Mo. — The Hannibal Public School District’s Proposition Innovation got a yes from Marion and Ralls County voters on Tuesday’s ballot.

Proposition Innovation, which will allow the school district to borrow $30 million to complete the Hannibal Innovation Campus and make other needed improvements, was approved in a 1,706 to 780 vote.

Hannibal voters said no to Proposition S, the proposed funding solution to update and maintain Hannibal’s more than 120-year old stormwater system. The proposition was not approved in a 1,212 to 733 vote.

Hannibal City Council will have two new members. Scott Haycraft was elected to the first ward with 419 votes, replacing Darrell McCoy, and Bob Koehler, replacing Stephan Franke, was elected to the third ward with 109 votes.

Palmyra voters approved Palmyra R-I School District’s Proposition 2 by 81 percent. The proposition will allow the school to borrow $8 million for safety and infrastructure upgrades to all three school buildings in the district, including the removal of asbestos tile and replacing galvanized piping that was installed in 1959.

The two Hannibal School Board seats will be filled by incumbent Tysa Coleman with 1,486 votes, and Ron Greenwell with 1,416 votes. Candidate Steve Colyar received 770 votes.

Ralls County voters approved by 74.81 percent to extend countywide sales tax for one-half percent for 10 years. 

Two new Ralls County RII School Board members were voted in: Ritchie Palmer received 234 votes and Jason Liter received 234 votes. Kerri Roberts received 204 votes.

Todd Harrell: 11 votes 36.67%

Andrew Colombini: 4 votes 36.67%
