KHQA, KTVO sold to startup broadcasting group

Sinclair, Inc. is selling five of its local broadcast television stations, including local stations KHQA and KTVO, to former advertising sales representative for the Bally Sports-branded regional networks, which Sinclair once owned.
According to the Federal Communications Commission (FCC), Todd Parkin is now the principal owner of Rincon Broadcasting Group. An asset purchase agreement filed with the Federal Communications Commission outlines Sinclair Television Group’s plan to sell five of its stations to Rincon Broadcasting for $29.4 million:
- KHQA (Channel 7, ABC & CBS) in Quincy, Ill.
- KTVO (Channel 3, ABC & CBS) in Kirksville, Mo.
- WICS (Channel 20, ABC) in Springfield, Ill.
- WICD-TV (Channel 15, ABC) in Danville, Ill.
- WVTV (Channel 18, CW Network) in Milwaukee, Wisc.
The sales include the transfer of the broadcast licenses from Sinclair to Rincon, which require the approval of the FCC. No dollar amount has been reported for the sale, but it shouldn’t face any issues regarding FCC approval.
One trade publication, rbr.com, said “It’s been said that Sinclair Inc. was considering the sale of broadcast television stations it believed to be non-essential to the company, freeing up cash as it invests in ATSC 3.0’s rollout across the U.S. and in a handful of other countries.”
Parkin also served as the Managing Director of Media and Vice President of Growth at Atlanta-based Think Consulting as recently as January 2025. He was the Vice President of Ad Sales and Strategy for the Bally Sports regional sports networks from February 2020 to April 2022. The joint venture that operated the Bally Sports networks and Diamond Sports Group, filed for Chapter 11 bankruptcy protection in 2023 and emerged from bankruptcy last year.
Rincon Broadcasting is based out of Santa Barbara, Calif. according to Dunn & Bradstreet and its Website was not functioning as of Tuesday afternoon.
Calls to Rincon Broadcasting and Sinclair Broadcasting were not returned to Muddy River News as of 5 p.m. Tuesday.
