Dave Penn told the Quincy Park District Board during its Wednesday meeting that, based upon the information he had available, he could not make a determination as to whether or not it was legal for the Park District to make a contribution of $25,000 to the Riverfront Corporation.
Amazing! Imagine a local government body asking if it was legal to expend funds before they actually expend funds. The attorney gives a thoughtful answer — not one they just want to hear.
And they listen.
NO WAY.
