A warrant was issued Thursday in the 10th Judicial Circuit Court of Marion County charging Howard J. Rickey, 41, with assault in the first degree and resisting arrest for a felony.

Officers with the Hannibal Police Department were dispatched to the 1200 block of Lyon Street at 10 p.m. Wednesday, Jan. 25 for the report of an unresponsive male in the road.
