Hannibal receives $3.5 million in federal funding to help repair stormwater system from North Street to Mark Twain Avenue

HANNIBAL, Mo. — The City of Hannibal is getting $3.5 million in federal funding to help repair an area of the underground stormwater vault, which was damaged by flood water in 2019, from North Street to Mark Twain Avenue. 

In a Thursday press release, Congressman Sam Graves announced he secured the funding through the appropriations bill signed into law last month. It was initially authorized in the bipartisan Water Resources Development Act of 2022, which was signed into law in December 2022.   

Hannibal City Manager Lisa Peck said the city sought funding for repairs. The Board of Public Works will oversee the project. Peck said the damage occurred at the base of the levy on North Street, and work will continue to Mark Twain Avenue.

The project will cost $8.5 million. The city will use $5 million in American Rescue Plan Act (ARPA) funds with a $10,000 match grant. The Army Corps of Engineers undertook the section of repair from the levee base to the alley behind Friendship Brewery.

The work will be completed by S&A Equipment Builders, LLC, from Fulton, Mo. The Hannibal City Council approved a $1.6 million contract with the company at its Feb. 6 council meeting.   

Graves said he is happy to help fund the project.

“This project is a great example of what we can accomplish through the Water Resources Development Act,” he said.

Peck and Hannibal Mayor Barry Louderman said they appreciate Graves’ work to help Hannibal. 

“This demonstrates how well the city and federal government can work together to remedy local problems. Wwe are extremely grateful to Congressman Graves for securing this funding for Hannibal,” Louderman said.
