Quincy man gets seven years for aggravated criminal sexual abuse following plea deal

QUINCY- Justin Snow plead guilty to two, class two felonies of criminal sexual abuse of a person under 13 in Adams County Circuit Court Thursday morning.

The plea agreement is the maximum sentencing of seven years, to be served concurrently. Snow will be registered on the National Sex Offender registry.

An order of protection was granted for the female victim and the victim’s mother. The order extends the over the seven year sentence, the one year of parole, plus two years. 

The mother of the victim shared an impact statement, shaming the defendant.

“…Shame on you, shame on you for hurting, abusing and taking advantage of the people closest to you. I pray that no child or person will ever be hurt by you again,” she said in the victim impact statement. 

“My little girl should have been safe with you. You engaged in sexual behaviors with her, essentially role-playing as a dad. That is vile…what you have done, and not just to my family, your family, your children. Every child should be safe with a father, even if she wasn’t yours” the mother continued in the impact statement.

Assistant State’s Attorney, Laura Keck said she was happy with the outcome, “based on what he was facing under the law, it’s a good sentence.” 

Keck said she does not think this should be a 50 percent sentence based on good behavior credit. Snow was sentenced to seven years, but will likely serve less than 3.5 years of his sentence, which includes the 238 days served. Inmates may have time knocked off their sentence by demonstrating positive behavior in prison.  

“I think it should be an 85 percent sentence, but the law says 50 percent,” Keck said. “We put it for the full seven, in case he would get that 50 percent.”
