Quincy City Council sends Coffee Bar proposal to Traffic Committee, tables one other development

As expected, the Quincy City Council sent the proposed second location of Carter’s Coffee Bar at 7th and Broadway to the Traffic Committee.

As reported by David Adam in Muddy River News on Tuesday, Alderman Jeff Bergman (R-2nd Ward) followed through on his proposal to table the issue for two weeks and send it to the Traffic Committee. The Traffic Committee will meet on Monday, June 14 right before the regular City Council meeting where the issue should be heard.

“We just want to have (the traffic commission) look at it and just try to be as proactive as possible to look at any traffic issues or any more options to help alleviate any possible traffic issues,” Bergman said in MRN.

According to Robert’s Rules of Order, once an issue is suggested for tabling, there can be no discussion of the issue unless the vote to table is defeated, which is wasn’t.

Since both Bergman and his fellow 2nd Ward Alderman, Democrat Dave Bauer, both supported the table, the council obliged. Traditionally, when both aldermen in a ward are in agreement on an issue, the rest of the council goes along with the vote.

Quincy Police Chief Rob Copley chairs the Traffic Committee. He said he had come around to the idea of the second location after earlier concerns, especially with the traffic congestion Carter’s Maine Street location has created.

“This design is much better and more conducive to the flow of traffic,” he said at last week’s Plan Commission meeting of the newly proposed Broadway location.

Carter’s owner Ciera Weese was told of the possible table last week. She told MRN she is considering her options, including West Quincy, Mo., as she “needs a backup plan” in case the City’s stops the development.

Aldermen also tabled for one week a special permit for an office and shop for a water and fire damage restoration service at 2301 N. 12th St. and 2315 N. 12th St. The Plan Commission also recommend this development, but this was tabled and people who planned to speak against it didn’t appear at the council meeting.

Alderman Jason Finney (R-3rd Ward) announced he was stepping down from the Council as he and his family are moving out of the 3rd Ward. The Adams County Republican Central Committee will send a name to Mayor Mike Troup and the Council for consideration to fill the vacancy.

Troup was absent from the meeting because of a family matter. Aldermen Mike Farha (R-4th Ward) presided in his stead.
